Who I am

I am Justin Brilliant, and I run the Rural Health Desk.

I started working on the Rural Health Transformation Program while helping a dermatology health-tech company figure out where it fit. The question sounded simple. Which rural organizations are receiving money that could pay for this technology? It turned out to be very hard to answer.

The information existed, but it was spread across hundreds of state plans, award announcements, program documents, spreadsheets, procurement pages and grant materials. There was no single view of who had received the money, what they were supposed to spend it on, or which companies were positioned to help them do it.

So I built one. What began as an internal research system became the Rural Health Atlas. The Atlas is built from the state documents themselves, one program at a time, and it now covers all fifty states. Building and maintaining it is my full-time work.

Both sides of the program

I use the Atlas on both sides of the program. I work with healthcare companies trying to reach funded rural organizations, and with rural health organizations pursuing funding themselves. On the company side the question is where a product fits and who has money for it. On the organization side it is whether the funding is worth chasing and what the application has to say.

For the dermatology company that started this work, I handle the process white-glove. I read the state rules and deadlines, identify where its technology fits, research the recipients and the likely applicants, run the outreach, and help organizations pursue the funding itself. That has included writing an entire rural health organization's grant application in less than 24 hours, and generating meetings with decision makers.

The Atlas makes the program legible. The Desk turns that intelligence into action.
